Napolcom uncovers cheating in exams; nullifies results

MANILA, Apr 28, 2009 (Asia Pulse Data Source via COMTEX) -- The National Police Commission (Napolcom) has uncovered massive cheating in its October 2008 police entrance and promotional examinations, prompting it to nullify the test results of 130 policemen and 365 police candidates.

The Commission en banc also barred the 495 examinees from Calamba, Laguna, Koronadal City, Cotobato City, Zamboanga City, National Capital Region, Davao City, Butuan City, and San Fernando, La Union from re-taking the Philippine National Police (PNP) entrance and promotional examinations, which are given twice year.

Napolcom vice chairman Eduardo Escueta said he has oordered the investigation of the 130 erring policemen who took the October 26, 2008 promotional tests at the Region IV-A Calamba, Laguna Testing Center.

?Appropriate administrative charges shall be filed against these police officers and shall be meted with administrative sanctions if evidence so warrants,? he said.

Escueta said extensive analysis of the exam results showed the existence of ?common answer pattern? in the answer sheets of 53 examinees for Senior Police Officer exam from Room 88 and 45 for Police Officer exam from Room 69, which are ?indicative of widespread cheating?.

The Commission pointed out that such occurrence is ?statistically improbable.? Another pattern was also discovered in Room 32 of the same testing center involving 32 examinees for Senior Police Officer.

In similar findings, the Commission also nullified the exam results of 365 civilian examinees at the Laguna Testing Center, and at Koronadal City, Cotobato City, Zamboanga City, National Capital Region (NCR), Davao City, Butuan City, and San Fernando, La Union.

Escueta bared that during the conduct of the PNP entrance exam, examinee Divino Oclarit Jr., was caught using a cellular phone by the proctor which contained text messages of purported answers to the examination questions.

Analysis of the answer patterns on the answer sheets of examinees from all the regional testing centers revealed that the ?texted responses? were used, as clearly shown in the analogous patterns on the answer sheets, added Escueta.

There was also the existence of a common answer pattern from the 29 examinees from the San Fernando test center and six more from Calamba, ?which manifested plain cheating and sharing of answer among these examinees.? The Commission also discovered answer sheet substitution involving two examinees in Koronadal City Testing Center, Escueta said.

Escueta said a deeper investigation will be conducted by the Napolcom to trace the root of the cheating and the possible involvement of police and Napolcom insiders.

And to avoid the recurrence of the irregularities, Escueta said cellular phones will be banned in all testing centers starting on May 31.
